The bill would reduce the number of tax brackets from seven to just four — 12 percent, 25 percent, 35 percent — and would keep the highest bracket at 39.6 percent. It also increases the standard deduction from ,350 (individuals)/,700 (married couples) to ,000 (individuals)/,000 (married couples). While the standard deduction would increase, taxpayers on the other hand would lose personal exemptions — the ones for themselves, a spouse and/or dependents, which currently are ,050 per person. Exemptions would be replaced with a 0 credit through 2022, and eliminated thereafter. .In addition, one new cosponsor signed on to the Preventing and Reducing Improper Medicare and Medicaid Expenditures (PRIME) Act (H.R. 2305). The new cosponsor is Rep. Tim Walberg (MI-7), and the total now sits at sixty-six. If signed into law, the PRIME Act would take a number of steps to comprehensively prevent fraud, waste, and abuse within the two programs – a problem that TSCL believes must be addressed in order to ensure that scarce program dollars are being spent properly. .This week, TSCL's legislative team, which is led by former Congressman David Funderburk and Mrs. Betty Funderburk, met with several Members of Congress and their top staff to discuss issues of critical importance to seniors. Risk Of Deeper Benefit Cuts When Congress Waits
This week, Members of Congress returned to Washington following a two-week recess and quickly began working on legislation to prevent a government shutdown. In addition, House Republicans revived the American Health Care Act (AHCA), which would repeal and replace most of the Affordable Care Act (ACA) if adopted. Finally, one House Subcommittee met to discuss fraud prevention within the Social Security Disability Insurance (DI) program. .Congressman Elijah Cummings (MD-7) – Chairman of the House Oversight and Reform Committee – announced his committee's investigation into twelve of the largest pharmaceutical companies in January. He said, "The goals of this investigation are to determine why drug companies are increasing prices so dramatically, how drug companies are using the proceeds, and what steps can be taken to reduce prescription drug prices." The first hearing that his committee held in the 116th Congress examined the causes of rising drug prices. .The Medicare Physician Payment Innovation Act (H.R. 574) also gained a cosponsor – Rep. Pete Gallego (TX-23) – this week, bringing the total up to thirty-five. You can receive a widower's benefit while you delay claiming your own retirement benefit to allow it to grow until age 70. You may claim your own retirement benefit, anytime it is higher than what you receive in survivors benefits up to age 70. .The plan that Simpson and Bowles outlined this week includes 0 billion in federal health care spending cuts, including a number of Medicare modifications like raising the eligibility age, increasing means testing for high earners, and reducing payments to providers. Simpson and Bowles also recommended the adoption of the "chained" CPI for the calculation of Social Security cost-of-living adjustments (COLAs). The two wrote in a joint statement this week: "This plan begins where the president and the Speaker left off. It's more health care than the Democrats would like, and more revenue that Republicans support. Budget negotiations will likely resume at that time, as President Obama is slated to release his own plan for 2014 on April 8th. .To complicate it even more, because of the particular rules of the Senate regarding a filibuster, a bill that is controversial in any way must have 60 votes in order to pass. And with Republicans so divided about drug pricing legislation, the path to final passage is wrought with obstacles. The one possible way to pass something is by attaching drug pricing legislation to a bill dealing with surprise medical billing.
