    Negotiations on how to fund the Social Security payroll tax cut and the Medicare physician "doc fix" continued this week. House Ways and Means Committee Chairman Dave Camp (MI-4) and Senate Finance Committee Chairman Max Baucus (MT) led the 20 congressional conference committee members in talks aimed at producing a bill by the February 29th deadline. .(Washington, DC) – Medicare doesn't have the authority to negotiate drug prices, leaving millions of older Americans at risk of price gouging for their prescription drugs, according to a new comparison of drug plans by The Senior Citizens League (TSCL). "Because Medicare isn't negotiating on our behalf, there's no consistency in drug pricing among drug plans," states TSCL's Medicare policy analyst, Mary Johnson, who performed the comparisons using the Medicare website's Drug Plan Finder. Costs vary enormously between plans. "The disparity in pricing for the same drug can be in the hundreds of dollars," says Johnson. .Physicians should use only those tests that have been authorized by the U.S. Food and Drug Administration, of which there have been about 12 to date, the AMA said. Even then, they should only be used to determine how broadly the virus has moved through the population and for specific information like whether someone can donate convalescent plasma. … Continued

If adopted, the CHANGE Act would promote early identification of Alzheimer's disease, improve support for family caregivers, and provide continuous care for those battling many forms of dementia. .At a seven-hour Senate Judiciary Committee hearing this week, Homeland Security Secretary Janet Napolitano praised the Gang of Eight for their comprehensive plan, while members of the committee picked it apart and discussed potential amendments. Secretary Napolitano called the plan "realistic" and "achievable" and she said the department would be ready to implement border security provisions within the outlined timeframe. However, committee members seemed wary, and Ranking Member Charles Grassley (IA) said: "This bill would put no pressure on this secretary or any future secretary to secure the borders." .Members of Congress returned to their home states and districts this week for a holiday recess that will last for two weeks. Members of the House are expected to return to Washington on Tuesday, April 9th, and Members of the Senate are expected to return on Monday, April 8th. Budget negotiations will likely resume at that time, as President Obama is slated to release his own plan for 2014 on April 8th. .One new cosponsor also signed on to the Strengthening Social Security Act (H.R. 3118), bringing the total up fifty-six. The new cosponsor is Rep. Chellie Pingree (ME-1). If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the Consumer Price Index for Elderly Consumers (CPI-E), resulting in more accurate cost-of-living adjustments (COLAs), and it would lift the cap on income subject to the payroll tax. The bill would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. .The Senior Medicare Patrol informs and empowers beneficiaries so that they may better detect, report, and protect against Medicare fraud. Volunteers focus on identity protection, and they also teach seniors to identify potential scams and to properly read their Medicare Summary Notices. There were more than fifty active Senior Medicare Patrol projects as of last year, with at least one in each state.
