CBO Director Douglas Elmendorf made the report to President Obama's Fiscal Commission which is developing a plan to shrink the national deficit by 2015 — a target that TSCL believes will be extremely difficult to achieve without deep cuts to Social Security and widespread tax increases on middle-income taxpayers. .TSCL supports legislation that would get rid of the taxable wage cap and require all workers to pay their fair share into Social Security. .The new benefit formula under the 1977 law changes used "wage indexing" to calculate the initial retirement benefit. The economic assumptions used by Congress and the Social Security Administration assumed that wages would grow more quickly than price inflation. Generally, this is the way the economy tends to perform under normal circumstances. In reality, however, the reverse happened. .Medicare Advantage plans have somewhat different costs. If the stay is considered observation care, however, that is covered under Medicare Part B, which means you will have a copayment for each individual outpatient hospital service. In addition, Part B doesn't cover most prescription drugs that are received in an outpatient setting.
