In that spirit, I introduced the bipartisan SAFE ID Act to ensure that seniors can retire without fear of having their identity stolen or losing their savings. With nine of the ten top cities for tax-ID fraud located in Florida, many seniors in my home state have fallen prey to identity theft and other forms of fraud. We drew the 2.5% from the current estimated Social Security baseline budget produced by the Congressional Budget Office (CBO). In January, the CBO estimated that the 2021 COLA would be 2.5%, thus providing an emergency COLA of that amount is already factored into Social Security Trust Fund calculations. .TSCL believes the increased use of observation stays is denying Medicare beneficiaries access to medically necessary skilled nursing care. The Trustees also estimated that Medicare's Hospital Insurance (HI) Trust Fund will be fully funded until 2026, at which point the program will still be able to pay out 88 percent of scheduled benefits using tax revenues. .
