TSCL's legislative agenda for the next two years includes the following issues, among others: .Americans are anxious to get back to normal after over a year of being limited in their activities because of the pandemic. For many seniors, as well as others, that includes vacationing, and vacationing includes trips on cruise ships. .We reported last week that President Trump has dropped his demand for a payroll tax cut in any new pandemic-related stimulus bill, which TSCL successfully lobbied against, along with many other groups. However, other issues have caused great difficulty in negotiations for a new bill, one of which has not received much attention in the main press. .While others want to privatize and dismantle Social Security, I'm fighting to honor our commitments to retirees and fix a broken system. .This week, three new cosponsors – Reps. Bradley Schneider (IL-10), Matt Cartwright (PA-27), and Andre Carson (IN-7) – signed on to Rep. Peter DeFazio's (OR-4) Consumer Price Index for Elderly Consumers (CPI-E) Act (H.R. 1030). The cosponsor total is now up to eighteen. If signed into law, Rep. DeFazio's bill would base the Social Security cost-of-living adjustment (COLA) upon the spending patterns of seniors. Currently, it's based upon the way young, urban workers spend their money – a method that underestimates the spending inflation that seniors experience each year. .In many years when inflation is at more typical levels, only a small number of beneficiaries, those with the lowest benefits, are affected by the hold harmless provision. The reduced Part B premiums that they receive has minimal impact on Part B financing.[6] But in years when there is an exceptionally low COLA, the hold harmless provision is triggered more widely, and this leads to much more challenging financial impacts for both beneficiaries and for Medicare Part B funding. .Despite receiving some pointed questions at Wednesday's hearing, most Senators on the panel seemed overwhelmingly supportive of Burwell's nomination. Sen. Tom Coburn (OK) introduced her to the Finance Committee and he recommended her confirmation, saying: "When you have someone who is competent and also has a strong character, you find a way to get past your differences and try to solve your problems." In addition, in his opening remarks, Sen. Jay Rockefeller (WV) said, "We need you, Sylvia Mathews Burwell, very, very much." .You should still avoid medium or large-sized gatherings. .Many expected immigration reform to be a focal point of the President's speech, however, his remarks on the topic were vague and very brief. In one short paragraph, he said, "Republicans and Democrats in the Senate have acted. I know that members of both parties in the House want to do the same … So let's get immigration reform done this year." TSCL has some serious concerns about comprehensive immigration reform, since it would further strain the Social Security and Medicare Trust Funds. We strongly feel that any efforts to reform the system should include loophole-closing legislation that would prevent immigrants from receiving benefits based on a history of illegal work.
