    The Congressional Budget Office estimates that H.R. 3, Elijah E. Cummings Lower Drug Costs Now Act, prescription drug price negotiation legislation which is under debate in the House could lower government spending on Part D by 6 billion over a ten year period, but cautioned the estimates are uncertain, especially if price negotiations are implemented differently that the CBO's interpretation. .Albert Bourla told Bloomberg Television in an interview that he believes there is a great opportunity for Biden to take the initiative to "reduce significantly the cost of medicines for the patients, which is the thing that is now problematic." .While the Social Security Trustees project that the program will remain solvent until 2033 and that the Medicare Trust Fund will be solvent until 2024, both programs are currently paying out more than received in cash revenues.
