
Representative Jo Ann Emerson (R-MO)
Representative Jo Ann Emerson (R-MO) has fought for Notch Reform since taking office in 1997. She shares the same determination to achieve fairness for Notch Babies as her late husband, Representative Bill Emerson.
Congressman Bill Emerson is fondly remembered by many Notch Babies for disregarding the December 31, 1994, findings of The Social Security Notch Commission and continuing to follow the moral dictates of his good conscience. Despite the Commission conclusion that “benefits paid to those in the Notch years are equitable and no remedial legislation is in order,” Congressman Emerson promptly introduced Notch Reform legislation just four days later on January 4, 1995—also an opening day of Congress.
Congresswoman Emerson has proven just as dedicated to doing what’s right for America’s seniors. On introducing The Notch Baby Act of 2003 (see “Notch Fairness Act Introduced in Opening Session of Congress” at http://www.tscl.org/NewContent/101804.asp ) she said, “our seniors deserve fairness and equality in the Social Security System. They deserve an end to the repeated Congressional stalling on this issue. I urge my colleagues in the House to discuss this issue with the seniors in their districts and to join me in ensuring that the Notch issue is addressed in the 108th Congress.”
