Congressional Response: Representative Dale Kildee (D-5th, MI) Responds To Your Notch Reform Petition
Thank you for expressing your support for H.R. 97, legislation that would increase the benefits payable to Social Security beneficiaries affected by the “notch” problem. Because I agree with you completely, I am a cosponsor of this important legislation. The Social Security Amendments of 1977 substantially altered the way Social Security benefits are computed. The changes were effective beginning with people who became eligible in 1979. For retirees, this meant people born after 1916 received lower benefits than those retirees born before them. The Social Security Amendments of 1977 were considered under a rule that prohibited any separate votes on this or other individual provisions of the bill. I voted against the rule on this bill because I thought alternative provisions should have been considered. Unfortunately, since then, a number of legislative attempts have been made to modify the rules, but none have been successful. H.R. 97, introduced on January 7, 2003 is the most recent legislative attempt to restructure Social Security benefits. This bill has been referred to the House subcommittee on Social Security. Unfortunately, the Republican leadership has not yet scheduled this bill for consideration by the full House of Representatives.
