This year, I am currently gathering support for the Medicare Advantage Quality Payment Relief Act, which would require the HHS Secretary to take Medicare Advantage Quality Incentive payments out of the calculation of the Medicare Advantage benchmark cap. This will allow high performing plans to receive the quality payments that they rightfully earned and to use those payments to improve beneficiary care. .The high cost of treatment is a frequently cited barrier by those who are not getting the dental care they need. Elizabeth H., a retiree living in Colorado told us "I do not have the ,000 I was told that I needed to get my teeth fixed. They need to either be pulled and a bridge put in, or root canaled. Being on a limited income, I do not see getting any of this done, and so it affects my health negatively. This week, the Senate Committee on Health, Education, Labor, and Pensions (HELP) held a hearing on rising prescription drug costs. In addition, The Senior Citizens League (TSCL) saw two key bills gain support in the House of Representatives. .A study by the Health Care Cost Institute found that people receiving observation and other outpatient services in the hospital paid four times more out-of-pocket than inpatients in 2012— an average of per inpatient versus 9 for outpatients. Under Medicare, outpatients usually have co-payments or co-insurance for each service from doctors, test, prescription drug, and other hospital services. .Upon introducing the Protecting Medicare Beneficiaries Act, Sen. Wyden said, "Today's fix will protect over 370,000 Oregonians and millions of seniors across the country from an abrupt and dramatic increase in Medicare costs. It is urgent that Congress take decisive action to ensure vulnerable Americans aren't harmed by this archaic policy." … Continued
I turn 61 this year and I'm still employed. I've read about waiting until my full retirement age before starting Social Security benefits. Is that 66? Do I enroll in Medicare at the same time I start Social Security? .Finally, the Social Security Fairness Act of 2017 (H.R.1205) gained two new cosponsors in Representative Walter Jones (NC-3) and Representative Tony Cardenas (CA-29), bringing the cosponsor total to 17If signed into law, H.R. 1205 would repeal the Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) – two Social Security provisions that unfairly reduce the earned benefits of millions of teachers, police officers, and other public servants each year. .Payments for neurologist-prescribed brand name, but not generic, drugs in Medicare Part D increased consistently and well above inflation from 2013-2017. .Congressmen from both sides of the aisle have demanded an explanation. At a recent hearing on reimportation attended by TSCL staff, Senator Bill Nelson (FL) said that Canadian drug shipments were seized from more than 100 of his constituents. .The federal government could, for example, invoke a never-before-used power called "march-in rights," through which it can override a patent holder's rights if it doesn't make its medicines "available to the public on reasonable terms." (Unfortunately, in already-signed agreements with BARDA, some drug makers have explicitly watered down or eliminated that proviso.) .Unfortunately, a long-time TSCL goal of reducing prescription drug prices did not make it into the newly introduced House bill. It appears that, as we have written before, legislation to reduce drug prices will not be dealt with until sometime in the fall. .TSCL agrees that Congress must act immediately – before next week's October 15th deadline – to prevent the cost increases from occurring. We will be advocating in the days ahead for the passage of the new bills sponsored by Sen. Wyden and Rep. Titus, and we will post updates here in the Legislative News section of our website, or on our page on Facebook. .Use tools on www.medicare.gov. The Medicare website offers data bases that allow you to compare health plans and Medigap policies available in your area. There is also a drug plan finder. You will be able to find a significant volume of information, but much of it may appear difficult for the layman to interpret. Don't despair. Grit your teeth, print out information, and read it through. .TSCL agrees that doing away with the payroll tax cap would be a fair and responsible solution to the Social Security program's solvency issues.
