The House-Senate conference committee reached a deal this week to extend the payroll tax break and unemployment benefits, and prevent a 27% pay cut to Medicare physicians. The agreement came after months of debate and only after Republicans dropped their requirement that the payroll tax extension be offset by spending cuts. .Notch Reform continues to be a major priority of seniors who turn 85 to 94 this year. After so many years of receiving lower Social Security benefits than other seniors having similar work and earnings histories, is it any wonder that the majority of "Notch Babies" believe Congress is waiting for the issue to quietly die away? .Congress did not receive any automatic pay adjustment this year. With so many Americans (including seniors) suffering from long-term financial set backs, and so many workers out of jobs, lawmakers wisely opted to forego a raise. They last received a pay raise in January 200At the time their salary was increased 2.8% to 4,000 from 9,300. While the recession was taking a bite out of Americans' income, the pay of Members of Congress grew by ,800 from the time the recession began at the end of December 2007 through 2009, according to the Congressional Research Service. Over the decade 2000 through 2009, Congress gave themselves a total of 9 pay hikes, raising their salaries a total of ,300 from 6,700 in 1999 to the 4,000 that they receive in 201Legislation passed in 1989 established the current formula used to automatically adjust the Congressional pay increase that they refer to as a "cost-of-living adjustment" (COLA). .The Guaranteed 3 Percent COLA Act (H.R. 991) from Congressman Eliot Engel (NY-16) also gained one new cosponsor this week: Congressman Andre Carson (IN-7). If adopted, it would base the Social Security cost-of-living adjustment (COLA) on the more accurate Consumer Price Index for Elderly Consumers (CPI-E), and it would guarantee an annual benefit increase of at least 3 percent. The bill now has six cosponsors in the House. .That represents a huge liability to the Social Security Trust Fund, should there be an amnesty. Every year the SSA processes millions of W2s. When a name or SSN on a W2 doesn't match the SSA's records, the wage report goes into an "Earnings Suspense File" (ESF) until the discrepancy can be reconciled. The ESF file today contains more than 312.7 million wage items representing 5 trillion in wages. Wages are what the Social Security Administration uses to determine entitlement to Social Security, rather than the amount of taxes paid. Immigration reform advocates say that although payroll taxes are withheld from the checks of illegal workers, they have little chance of collecting benefits. .TSCL continues to support re-importation of drugs more than general importation of drugs made in other countries. And, while we also support imported medicines made in other countries, we strongly insist that the drugs be certified to be sure they are pure and contain only the ingredients they are supposed to have. .Comprehensive Social Security Reform .Three Bills Gain Cosponsors .On Thursday, TSCL announced its support for the Elder Protection and Abuse Prevention Act (S. 1019 and H.R. 3090). Sen. Richard Blumenthal (CT) introduced the bill in the Senate, and Rep. Matt Cartwright (PA-17) introduced the companion in the House. If signed into law, the bill would expand the federal definition of elder abuse, neglect, and exploitation. It would also incorporate elder abuse prevention trainings, screenings, and reporting protocols into all senior service access points that receive federal funding under the bill.
