    A new Medicare cost-saving rule that was launched late in 2020 will cut payments to hospitals for some surgical procedures and could potentially raise costs for Medicare recipients. According to an article by Susan Jaffe, of Kaiser Health News, the Centers for Medicare and Medicaid Services (CMS) has for years classified 1,740 surgeries and other services as "so risky" for older adults that Medicare would pay for them only when people were admitted to the hospital as inpatients. But under the new rule, CMS is beginning to phase out that requirement. By the end of 2023, these "inpatient only services" which includes complicated procedures such as heart and brain operations, is scheduled to be gone. .At a seven-hour Senate Judiciary Committee hearing this week, Homeland Security Secretary Janet Napolitano praised the Gang of Eight for their comprehensive plan, while members of the committee picked it apart and discussed potential amendments. Secretary Napolitano called the plan "realistic" and "achievable" and she said the department would be ready to implement border security provisions within the outlined timeframe. However, committee members seemed wary, and Ranking Member Charles Grassley (IA) said: "This bill would put no pressure on this secretary or any future secretary to secure the borders." .At the time of writing this week's update, the House had not yet voted on the measure, but its passage is expected in that chamber by Friday. The committees of jurisdiction will then begin working on legislation to repeal the health care law. Through the budget reconciliation process, the Affordable Care Act is expected to be repealed by as early as February, and lawmakers hope to have a replacement plan signed into law soon after. … Continued

The 2012 budget calls for an additional 6.4 percent reduction and more cuts to Congressional staffs and office supplies. .Using statistical data from the Social Security Administration, TSCL estimates about 88 percent of Social Security beneficiaries have received benefits during the 2009 – 2015 period and have been impacted the hardest. "With 64 percent of older Americans depending on Social Security for over half of their income, going without a COLA is a loss of income that most beneficiaries simply can't be expected to bear," Cates says. Spiking medical costs are causing retirees to go into debt, and run through their savings," he adds. .In recent years, inflation and COLAs have been virtually flat, averaging just 1.1% per year since 2010 — with no COLA at all in 2016 and just a 0.3% COLA in 201Slow growth in Social Security benefits, particularly when it continues over a period as long as 8 years, has a very significant impact on the overall amount of lifetime income that retirees can expect from Social Security. Typically, Social Security benefits tend to grow slightly each year as COLAs compound over time. But when the Medicare premium increases more than an individual's COLA that can trigger this special provision of law. Hold harmless protects Social Security benefits when the dollar amount of an individual's annual COLA increase is not sufficient to cover the increase in the Medicare Part B premium increase. If the increase in Medicare Part B premium would cause an individual's net Social Security benefit to be less than it was the year before, then the Part B premium is reduced to ensure the individual's Social Security benefit does not decline.
