The group said in a statement that the rule, which had been proposed and then left to languish by the administration last year after the Congressional Budget Office said it would cost taxpayers 7 billion, circumvents the regular rule-making process. .(Washington, DC) – The Senior Citizens League (TSCL) is calling on Congressional leadership to lift the federal budget debt ceiling and prevent a default on the federal debt — including the debt held by the Social Security Trust Fund. "Congressional inaction on the debt ceiling is a growing concern, " said TSCL in a letter to House and Senate budget leaders. "In prior debates to lift the debt ceiling, Social Security benefits have been used as a bargaining chip, and retirees have seen unexpected benefit cuts," the letter states. .Social Security policy analyst and Advisor editor Mary Johnson finds the average monthly rate of increase for the past 12 months. This rate of inflation is added to the current month, and each subsequent month through to September, in order to project inflation in those months. The SSA's COLA formula takes the third quarter data (July/August/September) and finds the average for the quarter. That is then compared that with the third quarter average from one year ago, and the percentage of difference is determined. That percentage of difference is the amount that the COLA would increase. … Continued

Meanwhile, TSCL continues to work for passage of Notch Fairness Act, legislation that would provide ,000 payable in four annual installments, or an improved monthly benefit. The bill has been re-introduced in both the House and the Senate and has 22 co-sponsors. TSCL remains committed to Notch Reform and we continue to meet with Members of Congress to build support for this needed remedy. .With it looking increasingly likely that Social Security beneficiaries will receive the highest COLA in seven years —about 3.3% in 2019 — proponents of "chaining" the COLA are likely to try to argue that the COLA under current law overpays recipients. Proponents of using the chained consumer price index to calculate the COLA claim that the chained consumer price index (CPI) is more "accurate" in calculating the COLA because it takes into account how people substitute other items when prices change. .The following chart illustrates 5 examples: … Continued

As part of our continuing efforts to find ways to lower the costs of prescription drugs, TSCL supports the idea that people should ask their doctors if taking a generic is available and appropriate for their specific ailment. .At Wednesday's hearing, many lawmakers seemed to agree that Congress should begin working seriously towards a long-term plan, but it was clear that there is no consensus on what that plan should look like. One member of the committee, Senator Bob Corker (TN), said he would support a plan similar to the Simpson-Bowles proposal of 2010 that would increase Social Security's age of eligibility and adopt the "chained" CPI, among other things. .Officials working on the plan have not yet settled on many of its details. The Trump administration first proposed the approach in 201Three officials familiar with the matter said it remains under consideration and has not been ruled out, despite Trump's endorsement for the Grassley-Wyden bill. .False and invalid Social Security numbers SSNs are supplied to employers virtually without any serious or immediate consequence. Illegal immigrants work using numbers belonging to another person, numbers that have been made up, by using "non-work" SSNs. Employers report the wages using these numbers or in some cases where no number exists, file the reports using a series of zeros in the SSN box (000-00-000).(7) In addition, immigrants who are in the U.S. illegally may work under one or more aliases. The unauthorized wages earned and reported under invalid SSNs represent a rapidly growing future benefit liability should Congress enact immigration reform that gives work authorization to immigrants working in this country illegally today. .Early Efforts to Hold Congress to Its Promise Leads to a Notch Commission .Wall Street economists are in the midst of a growing debate over whether we are in for "the return of inflation." (Oh, go ahead and snort. I did too when I first read about this.) .Year after year, seniors are struggling with higher-priced groceries, copays, deductibles and prescription medications. To make matters worse, Republicans in Congress are passing bills that raise healthcare and housing costs for seniors. .Obviously we will continue to push for passage of those bills and keep you updated about their progress as things develop. .Locality pay adjustments are currently used to adjust the paychecks of federal workers. Federal employees receive a two-part pay adjustment that includes base pay (which is established by a specific formula set by law) and locality pay adjustments. The locality pay adjustment varies depending on where the employee works. The parameters aren't set by law but use metropolitan statistical areas to define locality pay areas.
