  • Legislative Update For Week Ending October 9 2015

    At a time when Congress is deeply divided on many issues, we need to find a way to break through the gridlock to pass bipartisan, commonsense measures to support our nation's seniors. In that spirit, I introduced the bipartisan SAFE ID Act to ensure that seniors can retire without fear of having their identity stolen or losing their savings. With nine of the ten top cities for tax-ID fraud located in Florida, many seniors in my home state have fallen prey to identity theft and other forms of fraud. This bipartisan legislation will eliminate one big source of identity theft by allowing a shortened taxpayer identity number to be used in place of a social security number on taxpayer forms like W-2s. .I Thought My Co-pay Would Be Why Did I Have To Pay 3.45? .That does raise a fair question about conflict of interest: If something was not in the best interest of seniors but would raise millions of dollars for AARP through insurance sales, would AARP put principle ahead of profit? … Continued

In order to pass it all 50 Democratic Senators would have to support the legislation. If that were not the case there would have to be enough Republican Senators voting "yes" to reach at least 50 votes in favor of passage. .Each year, the "taxable maximum" increases according to growth in the national average wage index. However, the percentage of earnings subject to the payroll tax has decreased over time, since earnings by the wealthiest have grown faster than earnings by the rest of the population. Increasing the "taxable maximum" to cover a larger portion of income could responsibly cover the cost of the Notch Fairness Act. Third, Congress could allow the temporary Social Security payroll tax holiday to expire. For nearly two years, employees have enjoyed a two - percent payroll tax cut, but it has done little to stimulate the economy and it has undermined the self-sustaining nature of Social Security. .The Senate has been back in session for a few weeks and has held votes on some legislation but what we at TSCL are watching is what's been happening in both the Senate and House committees that deal with legislation of major concern to seniors. .TSCL supports both prescription drug bills introduced by Senators Franken and Sanders earlier this year, and we will continue to advocate for them tirelessly in the coming months. We will also continue to monitor these discussions on Capitol Hill closely, as the Senate HELP Committee is expected to hold two additional hearings on the prescription drug topic in the near future. "Today, the taxation of benefits hits almost everyone with any income in addition to Social Security benefits —even people with the most modest of bottom lines," Johnson says. "An older couple with ,000 is living at just 155% of the federal poverty level," Johnson points out. Had the income thresholds been adjusted for inflation since 1983, the ,000 threshold would be ,940 and the ,000 threshold would be ,284 according the Bureau of Labor Statistics. ."Because earnings are used to determine entitlement, the portion of earnings from jobs worked prior to legal authorization poses a substantial long-term liability to the Social Security Trust Fund," Cates says. In order to improve Social Security solvency, Congress is expected to consider cutting Social Security benefits, perhaps significantly, at some point in the future. "This policy that ‘pays benefits based on work while in the country illegally raises questions as to whether individuals who worked without authorization and committed document fraud will benefit at the expense of others who paid in under valid SSNs," Cates notes. .The aggressive collection efforts resulted from a one-line change tucked into the 2008 Farm Bill lifting the statute of limitations. The U.S. Treasury seized a reported .9 billion in tax refunds this year alone — million of that was for debts more than 10 years old. The Social Security Administration says that 400,000 taxpayers collectively owe 4 million in debts that are more than 10 years old.
