Mark Begich (AK) – re-introduced the Protecting and Preserving Social Security Act (H.R. 649 and S. 308), a bill that would base the calculation of Social Security COLAs on the Consumer Price Index for Elderly Consumers (CPI-E), and gradually eliminate the cap on income subject to the payroll tax. .At the hearings, many Committee Members were still getting up to speed on the structural and procedural aspects of the IPAB. The IPAB, which will be made up of 15 "experts" appointed by the President and confirmed by the Senate, will begin issuing recommendations to Congress in 2015 if Medicare spending exceeds the targets established by the Affordable Care Act.
