But that's not the case for about 12 million employees with the highest salaries in the country. Unlike the Medicare payroll tax, which applies to all earnings, Social Security payroll taxes apply only to the first 8,400 in earnings. Neither the employees who earn more than 8,400, nor their employers, pay Social Security taxes on earnings in excess of that amount. "That's a problem for Social Security's financing," says Johnson. .Even if your income will be slightly higher in 2018 you should apply, because the income and resource limits are adjusted annually and will likely be somewhat higher next year. "Resources " refer to money in checking and savings accounts, stocks, bonds, mutual funds and Individual Retirement Accounts (IRAs). Don't rule out applying just because you own your own home. Your home, car, household items, burial plot up to ,500 for burial expenses per person, and life insurance policies ARE NOT counted as resources. .If signed into law, H.R. 1811 would base Social Security cost-of-living adjustments on the Consumer Price Index for Elderly Consumers (CPI-E) and gradually phase out the cap on income subject to the payroll tax. … Continued
This week TSCL has been focused on two issues we are very concerned about. The first is the payroll tax cut that we told you about last week. As a reminder, President Trump has said he wants a payroll tax cut in the next financial relief legislation Congress develops in response to the coronavirus. TSCL opposes that because it would further damage the financial well-being of the Social Security and Medicare programs. Both programs already need fixing because the lack of financial resources in the coming years may result cutting benefits to seniors. In fact, Senate Majority Leader Mitch McConnell (R-Ky.) is among Congressional leaders who have already called for that, although they don't call it cutting benefits, they say there is a need to "reign in the costs" of the programs. .In the meantime, though, as businesses re-open and we return to a new version of normal, it's important to stay vigilant. .The Medicare Trustees estimated in their April 2020 annual report that the base 2021 Part B premium would rise by .70 (6 percent), from 4.60 to 3.30.[1] The annual report was written prior to the coronavirus national emergency and does not incorporate the effects of the coronavirus caused recession, the interaction with an extremely low COLA. .When asked how Congress should address the lack of coverage, 79 percent of poll respondents said Medicare coverage should be expanded, while 14 percent said private Medicare Advantage plans that sometimes cover more of these services should be better promoted. Only 7 percent of respondents said Medicare's coverage of dental, vision, and hearing services should remain unchanged. .Yet, millions of your fellow Americans, receive below poverty level checks adding to the wealth disparity and further eroding the middle-class. .Access to work authorization is a key issue for Social Security. With work authorization, non-citizen workers can become eligible for Social Security and Medicare benefits. Under current law workers become fully eligible for Social Security benefits after ten years of work. A new survey by the Pew Hispanic Center indicates that an estimated 6.4 million illegals have been living in this country for at least 10 years and thus potentially would be in line for Social Security and Medicare should they receive work authorization. .If signed into law, the Social Security Protection and Truth in Budgeting Act would amend the Social Security Act to ensure that receipts and disbursements of the Social Security Trust Funds are not included in a unified federal budget. It would also mandate that Trust Fund monies cannot be diverted to create private accounts. .This week, The Senior Citizens League saw support grow for three key bills that would strengthen and improve the Social Security and Medicare programs if adopted by Congress. .Federal agencies shut down this week as Members of Congress failed to adopt a stopgap funding measure before the October 1st deadline. In addition, The Senior Citizens League (TSCL) saw one key bill gain support.
