"For the third year in a row, millions of older Americans will once again see no increase in their net operating Social Security payments, particularly if Medicare Part B premiums remain 4 per month in 2018, as currently forecast by the Medicare Trustees," says TSCL's Social Security and Medicare Policy Analyst, Mary Johnson. "The problem is that a substantial portion of beneficiaries currently are paying a Part B premium that is about less than that now," Johnson says. .Access to work authorization is a key issue for Social Security. With work authorization, non-citizen workers can become eligible for Social Security and Medicare benefits. Under current law workers become fully eligible for Social Security benefits after ten years of work. A new survey by the Pew Hispanic Center indicates that an estimated 6.4 million illegals have been living in this country for at least 10 years and thus potentially would be in line for Social Security and Medicare should they receive work authorization. .House Leaders Propose ACA Replacement .TSCL is not the only organization to warn about the prospect of another extremely low COLA next year. The Congressional Budget Office (CBO) in its latest budget report projected that next year's COLA would be 1.6%. Seniors depend on COLAS to protect the buying power of benefits from rising costs over retirement, which can last as long as 25 or 30 years. But over the past five years, COLAs have been at record lows, averaging only 1.4% after averaging about 4% per year since COLAs became automatic in 1975. .Susan has rheumatoid arthritis and was taking Humira, a drug that would cost more than ,000 out-of-pocket if she had to purchase it through a Part D plan. Prior to starting Medicare, she paid a .00 per month co-pay for Humira through her husband's insurance. Before starting on Medicare though, Susan decided to try a less expensive older generic, Methotrexate, which costs just .00 per month through her Part D plan. .To address this issue, my office put together a two-pronged approach both locally and nationally. First, we held a resources fair in South Los Angeles, focusing on identifying and combatting senior scams with service providers that offered direct assistance for attendees. Second, I introduced a bipartisan resolution to call attention to the barrage of fraud attempts that seniors face nationwide. .This week, The Senior Citizens League (TSCL) announced its support for new legislation that would strengthen and expand the Social Security program, and the federal government reopened after lawmakers and President Donald Trump approved a short-term continuing resolution (CR). .America's seniors deserve a secure retirement without the constant worry of how to make ends meet. Washington should be helping in this effort, not making it harder. But that's not what's happening. .To avoid significant cost increases and unexpected benefit cuts next year, TSCL encourages its members and supporters to examine all MA plan offerings closely before making a selection or allowing a plan to automatically renew. The open enrollment period ends on December 7th, and coverage begins on January 1st. In the meantime, TSCL will continue to monitor the status of the MA program and advocate for legislation like the Medicare Advantage Participant Bill of Rights Act, which would protect MA enrollees from unfair and abrupt changes to physician networks.
