    To avoid significant cost increases and unexpected benefit cuts next year, TSCL encourages its members and supporters to examine all MA plan offerings closely before making a selection or allowing a plan to automatically renew. The open enrollment period ends on December 7th, and coverage begins on January 1st. In the meantime, TSCL will continue to monitor the status of the MA program and advocate for legislation like the Medicare Advantage Participant Bill of Rights Act, which would protect MA enrollees from unfair and abrupt changes to physician networks. .Notes from Jessie Gibbons, TSCL Legislative Analyst .The GAO has noted that a totalization agreement may motivate additional unauthorized workers to come to the United States.     That represents a huge liability to the Social Security Trust Fund, should there be an amnesty. Every year the SSA processes millions of W2s. When a name or SSN on a W2 doesn't match the SSA's records, the wage report goes into an "Earnings Suspense File" (ESF) until the discrepancy can be reconciled. The ESF file today contains more than 312.7 million wage items representing 5 trillion in wages. Wages are what the Social Security Administration uses to determine entitlement to Social Security, rather than the amount of taxes paid. Immigration reform advocates say that although payroll taxes are withheld from the checks of illegal workers, they have little chance of collecting benefits. .Dental insurance works differently than health insurance. Standard Medicare, for example, has an 80/20 structure. Traditional Medicare pays about 80% of the Medicare approved cost, while the patient, or the patient's supplemental insurance, pays most, or all of the balance. On the other hand, dental insurance can follow a 100-80-50 structure. If you use in-network dentists, dental plans may pay 100% of routine preventive services, such as x-rays, cleanings and exams. The plan may pay only 80% for basic procedures such as fillings, root canals, and extractions.
