  • People Born In 1960 Face Permanent Social Security Benefit Reduction

Consequently, Medicare spent billion in 2013 but paid out billion by 2017 for these treatments. In addition, neurology medicines, mostly those used to combat multiple sclerosis, accounted for more than 50% of total Medicare payments, despite representing just 4% of all claims filed. .A study by the Health Care Cost Institute found that people receiving observation and other outpatient services in the hospital paid four times more out-of-pocket than inpatients in 2012— an average of per inpatient versus 9 for outpatients. Under Medicare, outpatients usually have co-payments or co-insurance for each service from doctors, test, prescription drug, and other hospital services. .Although we didn't hear what we had hoped to hear during our visits, at least we know where things stand and what must be done if anything is to be passed regarding lowering drug prices. TSCL will continue pressing Members of Congress to get drug price legislation passed but we will need the help of every TSCL supporter to get on the phone or send an email to your Senators and let them know you want something done this year. Prices like these are not only unaffordable for most Medicare recipients, these costs also place pressure on Medicare's finances, since Medicare pays 80% of Part D costs during the catastrophic phase of coverage. Although drug plans vary significantly, the 2019 "standard Part D benefit" has a 5 deductible and a 25% co-insurance up to an initial coverage limit of ,820 in total drug costs. That includes both what consumers and their drug plans pay. Once total costs exceed that amount, beneficiaries hit the Part D "doughnut hole" or coverage gap. Under that stage of coverage, beneficiaries pay 25% coinsurance on the discounted price of brand name drugs, and 37% co-insurance for generics until they have spent a total out-of-pocket of ,100. At that point beneficiaries enter the catastrophic phase of coverage, but are still on the hook for 5% of the cost of their prescriptions. .Over the past nine years, COLAs have averaged just 1.4%, so it comes as a frustrating surprise to retirees to learn that, in the decade prior to 2000, COLAs averaged 3% per year, more than twice the average today. Because COLAs compound, and the monthly benefit grows over time, lower COLAs mean less Social Security income than retirees might have planned for. That in turn means spending through retirement savings more quickly than planned. .Last week TSCL was contacted by the office of Congressman Peter DeFazio (D-Wash.) seeking our endorsement of legislation he is introducing titled the "Social Security Stabilization and Enhancement Act." Rep. DeFazio says this bill is a fix for the looming Social Security Trust Fund insolvency. … Continued

This week, five new cosponsors signed on to the Social Security Fairness Act (S. 896 and H.R. 1795), bringing the total up to thirteen in the Senate and ninety-two in the House. The new cosponsors are Sen. Jeff Merkley (OR) and Reps. Charles Boustany, Jr. (LA-3), Thomas Massie (KY-4), Bill Shuster (PA-9), and Barbara Lee (CA-13). If signed into law, H.R. 1795 would repeal two provisions of the Social Security Act that unfairly reduce the earned benefits of millions of state and local government employees each year. The provisions – the Windfall Elimination Provision and the Government Pension Offset – prevent dedicated public servants from receiving the retirement security they have earned. .Key Bill Gains Support .Medigap — Medicare supplements tend to have higher premiums than Medicare Advantage plans, but are popular because they cover most of your deductibles and co-insurance costs. Even so, Medicare estimates that average annual premium and out-of-pocket costs for Medigap policies can range around ,500. .Medicare first began offering beneficiaries the chance to enroll in private Medicare HMOs' in the mid 1980's. That program was absorbed and expanded under the 1997 Balanced Budget Act, creating Medicare+Choice. To cut federal spending on Medicare, the Balanced Budget Act set payments to the private plans at 5% below the fee-for-service rates of traditional Medicare. But by 1999, Medicare+Choice plans were not renewing their contracts with Medicare and there was a widespread exodus, leaving more than 2 million seniors scrambling to find other coverage. .On top of unexpected coverage shortfalls, TSCL's 2017 annual Survey of Senior Costs indicates that homeowners' insurance was the fastest growing housing cost over the past year. In fact, since 2000, the national average homeowners premium rose 154%, a rate of about 9.6% per year! .A new report from the Congressional Budget Office (CBO) says that undocumented immigrants who receive work authorization are eligible to receive Social Security and Medicare benefits on the basis of their work history. Under current law there's no citizenship requirement to receive benefits, but individuals must be lawfully present in the U.S. That will mean higher spending on Social Security and Medicare in the future, the CBO said. While the CBO said new payroll taxes would boost Social Security and Medicare's financial condition in the short term, in the long term federal spending would increase significantly as those people became eligible for benefits. .Newly Eligible People with Medicare .But one thing is clear: Congress and the President, whoever his is, will have massive issues to deal with, not the least of which will be the future solvency of Social Security and Medicare. Our political leaders have to stop avoiding dealing with these tough issues. They can't continue to "kick the can down the road." ."TSCL strongly believes that earnings under invalid SSNs should be also be invalid for entitlement to benefits," says Hyland. "Document fraud, identity theft and violation of immigration law should not be rewarded with Social Security benefits, especially as Congress considers cutting Social Security cost-of-living adjustments (COLAs)," he states.
