This study illustrates why legislation is needed to provide a more fair and adequate COLA. To put it in perspective, for every 0 worth of groceries a retiree could afford in 2000, that individual can only buy worth today. .TSCL has been working to get legislation enacted that would require a minimum COLA of no less than 3%, even in years when inflation falls below that amount. There's a lot of money at stake for retirees. An analysis prepared by Advisor editor Mary Johnson estimates that Social Security benefits for anyone retired since 2009 would be 18% higher today had Social Security recipients been protected by such a 3% minimum. An average benefit of ,075 in 2009 has increased to ,229.60 in 201But had beneficiaries received a minimum COLA of no less than 3%, that benefit would be ,453.10 per month today — more than 3.50 per month higher! .Since 2000, COLAs have increased Social Security benefits a total of 55 percent, yet typical senior expenses through July 2021 grew 104.8%. The average Social Security benefit in 2000 was 6 per month. That benefit grew to ,262.40 by 2021 due to COLA increases. However, because retiree costs are rising at a far more rapid pace than the COLA, this study found that a Social Security benefit of ,671.20 per month (8.80 more) would be required just to maintain the same level of buying power that 6 had in 2000. … Continued

Implementing Medicaid cuts is proving even harder than getting the cuts enacted into law. In Connecticut for example, the state General Assembly recently voted overwhelmingly to reverse healthcare program cuts that they had passed just a few months before. Connecticut's 2017 budget agreement lowered the Medicaid program's income eligibility limits last year. The cuts, originally planned to go into effect January 1, would have kicked an estimated 86,000 older and disabled people off Medicare Savings Programs which pays Part B premiums and out -of - pocket costs, and moved another 27,000 to a second level of the program that provides less financial assistance. But, by January 8, 2018, the cuts were reversed by an overwhelming 130-3 vote, despite lingering concerns over financing. .Second, the Social Security 2100 Act (H.R. 1902) gained one new cosponsor in Representative Jimmy Gomez (CA-34), bringing the cosponsor total to 16If signed into law, H.R. 1902 would strengthen Social Security benefits by improving the cost-of-living adjustment (COLA), increasing monthly benefits by 2 percent, creating a new Special Minimum Benefit equal to 125% of the poverty line, providing a tax cut to Social Security beneficiaries, applying the payroll tax to annual income over 0,000, and gradually increasing the payroll tax rate by 0.25%. .TSCL is very supportive of the PRIME Act, since we believe that the failure to manage fraud results in higher taxes for all and higher premiums for Medicare beneficiaries. In addition, at a time when many deficit hawks are considering cuts to programs like Medicare and Medicaid, we believe it is critically important to ensure that scarce program dollars are being spent properly. TSCL looks forward to working with the sponsors of the PRIME Act to help build support for it, and we are hopeful that Congress will pass it into law by the end of the 113th Congress. .If the Social Security Administration announces a 1.3% COLA next month, an emergency COLA of 2.5% instead would make a big difference to your income over the next ten years and would also prevent Medicare Part B premiums from spiking any higher than they are already likely to go. .In addition to funding the government, the 2,000-page deal will renew health benefits for 9/11 responders, lift a ban on the exportation of crude oil that has been around for nearly fifty years, and delay two Obamacare taxes for two additional years – one tax on medical devices and one tax on high-cost "Cadillac" healthcare plans. As a part of the deal, leaders in Congress also agreed to make permanent a number of tax breaks that have been subject to frequent renewals for decades. .The four stated that their proposal – The Congressional Health Care for Seniors Act – would "provide Medicare patients with the best healthcare in America," and that it would "forever protect seniors' interests by aligning them with self-interested politicians." But the plan is risky for two key reasons. First, it would eliminate Medicare completely, and second, it would do so beginning in 2014, affecting even current beneficiaries. Other proposals, including the plan released by House Budget Chair Paul Ryan (WI-1) in his fiscal 2013 budget, would offer traditional fee-for-service Medicare as an option to seniors, and would delay implementation to protect current enrollees from any drastic or sudden changes. In addition to phasing out traditional Medicare, The Congressional Health Care for Seniors Act would gradually increase the eligibility age to seventy, and it would increase means-testing measures so that wealthier seniors would pay a greater percentage of their healthcare costs. .Both bills were adopted by the Senate earlier this year and by the House two weeks ago. At a signing ceremony on Wednesday, President Trump said: "This is very strong legislation to end these ‘gag clauses' once and for all … Our citizens deserve to know the lowest price available at our pharmacies, and now that's what they'll be getting." .Emergency 3% COLA, Social Security And Medicare Issues Land on the Congressional Priority List .She had a very tempting decision. Seniors like you and your wife who order prescription drugs by mail from Canada faced a particularly tough decision about Medicare Part D. Either you enroll in a Part D plan and quite likely pay more than you do now, or don't enroll and face the risk of paying a steep penalty if you change their mind and sign up after the May 15 deadline. .Dental Coverage Under Medicare ."The high cost of prescription drugs forces people to do what we shouldn't have to do, like ordering drugs from Canada," says Susan. "I have a friend who went without one of her prescriptions because she didn't have the money, and she died of a stroke. Our government is not doing what it's supposed to do. It's a constant struggle and my husband hasn't retired yet because of our concern about the costs of his prescription drugs for which he currently gets good coverage from his job." .Low-income "dual eligibles" — Medicare beneficiaries whose incomes are so low that they are also eligible for Medicaid.
