  • Legislative Update Week Ending March 17 2017

In April, more than 150 House lawmakers proposed a budget blueprint that would have reformed the Medicare program and cut Social Security benefits by adopting the "chained" CPI, eliminating the COLA for some seniors, and raising the eligibility age. Did you support this budget blueprint, and if so, why? .Members of the Finance Committee seemed receptive to Blum's suggestions on Wednesday, but it remains to be seen whether they will act in the coming months. Thus far, one of the greatest hurdles for lawmakers has been coming up with an offset to cover the cost of the repeal – the Congressional Budget Office has estimated that the price tag will be nearly 0 billion over ten years. TSCL is hopeful that lawmakers will repeal and replace the SGR by the end of this year in order to preserve seniors' access to quality medical care. As the discussions evolve over the coming months, we will continue to post updates here in the Legislative News section of our website. .Seniors Speak Out: TSCL Delivers Petition Tsunami To Congress … Continued

A number of Social Security recipients told their stories to the members of the subcommittee and explained the problems they face, as well as their desires for improvements to the program. .More than one quarter of respondents spent from 0 to 9 a month on their healthcare during the first six months in 201That ranges from 27% to as much as 54% of the average monthly Social Security payment, which is hovering at ,100 this year. The majority of respondents, 45%, reported that they received a monthly Social Security benefit that falls within the range of 1 to ,335 after deduction for the Medicare Part B premium. .The money that is withheld due to excess earnings is not completely lost. TSCL supports legislation that would provide a more fair and accurate COLA by basing it on a senior index like the Consumer Price Index for the Elderly (CPI-E). If seniors received a COLA based on the CPI-E, TSCL estimates that seniors with average benefits of ,200 per month in 2014 would receive ,753 more over a 30-year retirement. By their final year, their benefit would be ,652 per year more than if the CPI-W were used. .Just how bad is it? We were stunned to learn just how big the disparity in drug prices can be. Recently I compared the highest and lowest prices of the top ten most-prescribed drugs in the U.S. using the Medicare drug plan finder. In my area, a monthly supply of diabetes drug Lantus Solostar for example, ranges from a high of 2.00 from the mail order pharmacy of First Health Part D Value Plus plan to a low of .75 from the network retail pharmacies for SilverScript Choice. In fact, the cost difference between the highest and lowest-cost plans for the ten drugs compared averaged 3 per month! .The cost of veterinarian services is growing nearly three times faster than Social Security benefits. While retirees are making do with a 1.6% COLA in 2020, veterinarian services increased 4.7% from January 2019 to January 2020. Over the same period, costs for physicians of human patients rose just 0.7%. .Julian Tang, an honorary associate professor in the Department of Respiratory Sciences at the University of Leicester in England, said he is aware of several clusters of infection related to air travel. However, it is challenging to prove that people have caught the virus on a flight. .Anthony Cummings, a fugitive on the run from a child rape indictment in Georgia, improperly collected thousands of dollars in Supplemental Social Security Income (SSI) payments until the law finally caught up with him. The SSI program, which is administered by the Social Security Administration (SSA), will continue to pay fugitives at least million annually unless state fugitive files can be used to prevent such payments, the agency`s Inspector General recently warned. Auditors estimate that fugitives have collected between 8 million and 0 million in SSI benefits over the past four years. The SSA hopes to negotiate agreements by July to obtain fugitive records from all states. .In addition, we will be urging lawmakers to adopt legislation that would result in more fair and accurate COLAs in the future. Several bills before Congress would accomplish this, including the CPI-E Act (H.R. 3351), the Guaranteed 3% COLA Act (H.R. 3588), the Social Security 2100 Act (S. 1904, H.R. 1391), and the Social Security Expansion Act (S. 731). TSCL believes each of these bills would go a long way in ensuring the retirement security seniors have earned and deserve. .First, one new cosponsor – Representative Mike Bishop (MI-8) – signed on to the Audiology Patient Choice Act (H.R. 2276), bringing the total up to thirty-three. If adopted, H.R. 2276 would improve Medicare coverage for hearing services that are performed by licensed audiologists. Under current law, audiologists are not recognized as providers of health-related hearing services, and the Medicare program will only reimburse them for their services when patients are referred by physicians or nurse practitioners. .If signed into law, S. 960 would base Social Security cost-of-living adjustments on the Consumer Price Index for Elderly Consumers (CPI-E) and gradually phase out the cap on income subject to the payroll tax. .The first new rule affects Medicare Part B drug costs, which are typically infused or injected drugs used mainly in the treatment of cancer. The intent is to cap the cost of those drugs at the lowest price that drug manufacturers receive in other countries and to pay doctors a flat fee for each dose of a drug, instead of a percentage of each drug's cost.
