The Senior Citizens League is encouraging Congress to take the opportunity now to strengthen Social Security by beefing up the amount of earnings subject to payroll taxes, a tax provision that has widespread public support. The Senior Citizens League is delivering a letter to Congress this week calling for three tax reforms that would strengthen Social Security and provide relief to millions of older Americans. TSCL Meets with Members of Congress .This question is signficant in light of proposals to "reform" Social Security. Several proposals, including "progressive indexing" of the benefit formula, involve changes similar to those that were enacted in 1977 that led to the Notch disparity. When proposals to change the benefit formula are debated, Members of Congress, the media, and the public tend to focus on the anticipated percentage of reduction. The danger of doing this, however, is that the assumptions used at the time often bear little resemblence to what accually occurs. .Last year Americans were told that one of the ways to prevent being infected with Covid-19 is to wash hands frequently and for at least 20 seconds, and if that was not possible, use hand sanitizer. That resulted in a run on hand sanitizers and for awhile they were difficult to find. .While the other two rulings went against the Trump Administration, this one was a win on a key piece of Trump's health-care agenda at the end of his administration. .More than 30% of all Medicare beneficiaries were enrolled in Medicare Advantage plans last year. The federal government pays plans a monthly fee to deliver all their healthcare needs — a fee that's based for the most part on risk scores. In 2015 plans like Humana received on average about ,900 per person for the year. According to government estimates, Medicare made nearly billion in improper payments to Medicare Advantage plans from 2008 through 2013, mostly due to inflated risk scores. .Last month, I reintroduced our resolution with modifications to address the changes in these scams. Congress should not only pass legislation to prevent the scams from happening, but also to improve protections for seniors from these incidents in light of the new challenges in this pandemic. .TSCL opposes these cuts for a number of reasons.
