Last week President Biden's administration unveiled its plan to lower prescription drug prices that includes a number of aggressive proposals but that are basically the same proposals that Democrats have pushed for years, many of which Democrats in Congress are currently working on to include in upcoming legislation. The plan would allow Medicare to negotiate drug prices with manufacturers, a longstanding pledge from Biden, Democratic lawmakers, and every Democratic presidential candidate in 2020. It also would limit yearly price increases, allow the importation of drugs from Canada, and place a cap on out-of-pocket spending for Medicare beneficiaries .In addition, the hold harmless provision does not apply to the premiums of Medigap supplements, Medicare Advantage, or Part D plans. Any increase in those premiums would lower the amount of Social Security benefits left to deal with other rising costs. .Medicare Advantage plans are booming in popularity with retirees, as a low-cost health coverage alternative. In 2016, the plans cover more than 18 million people, but troubling audits indicate that many plans are overbilling the government for many, if not the majority, of the patients treated. Because overcharges drive up Medicare program spending, the higher costs are shifted to all people enrolled in Medicare through rising Part B premiums— even to people who never enrolled in a Medicare Advantage plan. .When a zero COLA was announced for 2016, the Medicare Trustees projected that the Part B premium and deductible amounts would increase by an unprecedented 52 percent between 2015 and 2016 — from 4.90 to 9.30 per month.[7] Passage of The Bipartisan Budget Act of 2015, however resulted in reducing the increase in Part B premiums from 9.30 per month to 1.80 per month, which was still an extremely high 16.1 percent increase.
