    A new online survey by The Senior Citizens League (TSCL) finds that older Americans overwhelmingly want Congress to take action to lower the cost of prescription drugs by reducing Medicare Part D's out-of-pocket spending requirements. Fifty-six percent of participants in the survey indicate that they spend more than 2 a year on prescription drugs.     SSA Implements New Security Policy .In the past five years the annual adjustment has averaged just 1.4 percent — less than half the 3 percent average of the prior two decades starting in 1990. Retirees and disabled Social Security recipients are reporting that the COLA is doing a poor job of what it's intended to do — protecting the buying power of their Social Security benefits. According to an annual survey performed by TSCL, Social Security benefits have lost 31 percent of their buying power since 2000. .Republican leaders have also begun discussing plans to reform Medicare and Medicaid next year in an effort to reduce the deficit that the .5 trillion tax bill will create. Speaker of the House Paul Ryan (WI-1) said in a radio interview on Wednesday: "We're going to have to get back next year at entitlement reform, which is how you tackle the debt and the deficit … This has been my big thing for many, many years. I think [Medicare is] the biggest entitlement we've got to reform." TSCL opposes reforms to Medicare, Medicaid, and other earned benefit programs that would result in higher out-of-pocket costs for older Americans.
