    In 2018, 74% of participants in TSCL's 2018 Senior Survey said to improve Social Security's financing, they support applying the full 12.4% Social Security payroll tax to all earnings, rather than just limiting the amount of wages that are taxable, which is 2,900 in 201Fifty nine percent of survey participants support very gradually raising the Social Security payroll tax by 1% each for workers and employers. TSCL is working to acquaint Congress with Social Security financing changes that have the broadest support among older Americans. .Passing a short-term funding bill to keep the government operating past September 30th is the last major hurdle lawmakers must tackle before the November elections. It remains to be seen whether or not they will successfully negotiate a CR before the quickly approaching deadline. Some plans will not cover pre-existing conditions, so if you are switching dentists and you are in the middle of getting bridge work done, the new dental plan may not cover prior dental work in progress. .The next twelve months is one of the most critical periods for the nation's seniors and disabled who receive Social Security and Medicare. The failure of a special Joint Committee of Congress known as the "super committee," means automatic budget cuts totaling billions of dollars that are scheduled to kick in by 2013 unless Congress enacts different plans. Many of those born during the Notch period feel they have not been treated fairly and are not receiving the benefits that Congress intended. On the other hand, the Social Security Administration (SSA), some government officials, and the AARP (formerly the American Association of Retired Persons) say that those born during the Notch period are treated fairly and receiving the benefits that Congress intended. The SSA and the AARP say that Social Security does not promise a specific amount of benefits, rather Social Security is designed to replace a certain percentage of pre-retirement earnings. Who is correct? .Cost-of-living increases are based on the nation's general rate of inflation, and the prices for the goods and services used to calculate inflation have barely budged. .It's widely anticipated that benefits will be cut, perhaps significantly, for retirees at some point in the relatively near future, and that significantly higher taxes will be needed. In addition, this inconsistency between Social Security and immigration law suggests that newly work-authorized immigrants may benefit in the future, at least to some extent, at the expense of native-born U.S. workers and retirees who paid into the system legally over their entire working careers. .The new benefit formula under the 1977 law changes used "wage indexing" to calculate the initial retirement benefit. The economic assumptions used by Congress and the Social Security Administration assumed that wages would grow more quickly than price inflation. Generally, this is the way the economy tends to perform under normal circumstances. In reality, however, the reverse happened. .The legislative proposal also does not specify whether the locality pay adjustment would be applied in addition to the COLA or used instead of a COLA. If the intention is to add a second adjustment in addition to the COLA my guess is that many retirees would welcome the additional boost. Should the proposal be intended to replace the COLA that brings a higher level of uncertainty to the annual adjustments than we already experience. For people who live in areas where private sector pay is on an even level with federal pay or lower, those retirees may wind up with little or no locality pay adjustment, perhaps over the course of many years.
