To reconcile this inequity, The Senior Citizens League (TSCL) enthusiastically supports the Social Security Fairness Act (S. 896 and H.R. 1795), a bill that would repeal both provisions and grant public servants the retirement security they deserve. The bill was introduced by Senator Mark Begich (AK) in the Senate, and by Rep. Rodney Davis (IL-13) in the House. So far, it has gained significant traction in both chambers. In the House, it recently reached one hundred co-sponsors, and in the Senate, nearly twenty lawmakers have signed on in support of it. .In short, there are two main obstacles to the "Pelosi" bill to lower drug prices: overcoming objections from House Democratic progressives and getting through the Republican opposition in the Senate. .In 2017, the COLA was almost zero again, just 0.3%. The Medicare Part B premium rose to 4 for people not protected by hold harmless. Again the Part B premium of Barbara and the majority of Social Security recipients was adjusted. Let's also assume you currently earn ,000 a year. Under the earnings restriction rule your benefit would be reduced for every over the limit, while you are under your full retirement age. Your earnings are ,360 over the annual limit (,000 – ,640 = ,360). Your benefits would be reduced by ,680 (,360/2 = ,680). That would leave you ,648.80 in benefits (,328.80 – ,680 = ,648.80). When a zero COLA was announced for 2016, the Medicare Trustees projected that the Part B premium and deductible amounts would increase by an unprecedented 52 percent between 2015 and 2016 — from 4.90 to 9.30 per month.[7] Passage of The Bipartisan Budget Act of 2015, however resulted in reducing the increase in Part B premiums from 9.30 per month to 1.80 per month, which was still an extremely high 16.1 percent increase. The premium included a repayment amount that was added to monthly premiums of all beneficiaries in future years to recover over time the cost of the reduced premium rate in 2016.[8] .TSCL has concerns about this approach, since it would mean that Social Security's Old Age and Survivor's Insurance (OASI) trust fund would receive 0.9 percent less in payroll tax revenues, worsening the retirement program's financing. But the researchers were unable to account for 10 percent of the growth that they attributed to what they dubbed the disability "incidence rate" — meaning the growth not attributable to something else.
