One of the big reasons was the overall cost of the legislation and in the amount of money that would be given to those who are unemployed because of the pandemic. .This is precisely what happened to Notch Babies. Any increase in benefits due to the COLA will be completely eaten up by the expected increase in Medicare Part B premiums. Nevertheless, for the majority of beneficiaries, the rising Part B premiums, at least, will not reduce benefits — but hold harmless protection only applies to Part B premiums. Any increase in the premiums of Medigap supplements, Part D, or Medicare Advantage plans would reduce one's Social Security income. In November, beneficiaries will be receiving notification through the mail of what they will pay for Medicare Part B in 2017. .Finally, one new cosponsor – Congresswoman Pramila Jayapal (WA-7) – signed on to Congresswoman Jan Schakowsky's (IL-9) Improving Access to Affordable Prescription Drugs Act (H.R. 1776). The cosponsor total is now up to seventeen in the House. If adopted, it would take several steps to reduce prescription drug costs. It would require the federal government to negotiate lower prices for Medicare beneficiaries, allow individuals to import prescriptions from Canada, accelerate the closing of the Part D "doughnut hole," and cap monthly out-of-pocket drug expenses at 0, among other things. .Action on Capitol Hill slowed down this week as Members of Congress returned to their home states and districts for the week-long holiday recess. Meanwhile, The Senior Citizens League (TSCL) announced its support for Medicare fraud prevention legislation, and one key bill gained a new cosponsor. .When support for correcting the Notch reached a head, Congress established a 12-member commission to study the Notch and issue a report. No member appointed to the Commission, however, was on record as supporting the correction of the Notch disparity. On the other hand, a number of members, including the chairman, were on record as opposing such action. The Commission issued its report on December 29, 1994, concluding that "benefits paid to those in the Notch years are equitable, and no remedial legislation is in order."
