    Medicare Advantage plans have somewhat different costs. It eliminated the Independent Payment Advisory Board (IPAB). This fifteen-member board of unelected officials was created by the Affordable Care Act in 2010 to keep Medicare spending down when it exceeded a certain level. While that level was never surpassed and no members were ever appointed to the board, TSCL felt that it could have threatened access to quality medical care for Medicare beneficiaries since it had the power to cut payments to doctors and limit networks of providers. TSCL has advocated for bipartisan legislation for years that would have eliminated the IPAB, and we were pleased that the Bipartisan Budget Act did just that. .Healthcare researchers are questioning the surge in medical testing, particularly the aggressive use of advanced radiology tests like CTs, MRIs and ultrasounds. Their use has become routine, but doctors are not necessarily diagnosing more diseases and the tests can expose patients to high levels of radiation that can cause cancer. Some critics blame "defensive medicine" to avoid malpractice suits, but that's only part of the problem. Some critics say that the tests are becoming a crutch as doctors have less and less time to spend with patients. And all say that the profit motives give doctors incentives to over prescribe the tests. .The traditional formula does not take into account rising Medicare premiums, deductibles and expenses for prescription drugs that have had increasing effects on this segment in recent years. The revised formula accounted for 15.9 percent of seniors 65 or older living in poverty, which nearly doubled the percentage used in the traditional formula.
