Both retirees and the disabled spend a very significant portion of their incomes on healthcare costs. For many, health insurance premiums are the most significant expense that they incur every month. That includes what the government automatically deducts for Medicare Part B, and what individuals shell out for a Medicare Advantage plan or Medigap policy, and Part D drug plan. According to a policy brief from the Kaiser Family Foundation, premiums account for the largest share of Medicare beneficiaries' out-of-pocket health spending. Four-in-ten Medicare beneficiaries spend more than 10 percent of their income on premiums alone. To get a better idea of what the government does track, here's a list from the Bureau of Labor Statistics (BLS). The BLS has classified all expenditure items into more than 200 categories, arranged into eight major groups. Currently Medicare pays per procedure. Under this proposal the federal government would provide a fixed amount of money or "voucher," to private health plans to provide coverage. The amount of the voucher would be limited to the growth of the gross domestic product plus one percentage point. However, for the last 40 years national healthcare spending has exceeded the growth of the gross domestic product by more than two percentage points. The non-partisan Congressional Budget Office said that over time the vouchers would become increasingly inadequate to purchase sufficient coverage, or that seniors would face significantly higher premiums. … Continued

Today, from 50 to 85 percent of Social Security income can be subject to taxation depending on two income thresholds. For taxpayers with incomes between ,000 and ,000 (individual) or ,000 and ,000 (filing jointly), up to 50 percent of Social Security benefits may be taxable. For individuals with incomes above ,000 or couples filing jointly with incomes above ,000, up to 85 percent of benefits may be taxable. … Continued
The legislative proposal also does not specify whether the locality pay adjustment would be applied in addition to the COLA or used instead of a COLA. If the intention is to add a second adjustment in addition to the COLA my guess is that many retirees would welcome the additional boost. Should the proposal be intended to replace the COLA that brings a higher level of uncertainty to the annual adjustments than we already experience. For people who live in areas where private sector pay is on an even level with federal pay or lower, those retirees may wind up with little or no locality pay adjustment, perhaps over the course of many years. .It came in the mid-1950s, before health insurance for outpatient care was common, before new drugs were protected by multiple patents, and before medical research was regarded as a way to become rich. It was not patented because it was not considered patentable under the standards at the time. .TSCL agrees with Rep. Recently, we announced our support for two pieces of legislation that we believe are long overdue. One bill (S. 499 / H.R. 918) would prevent beneficiaries from collecting both unemployment benefits and disability insurance benefits at the same time.
