    Comprehensive immigration reform has been topping the legislative agenda in Congress for months, but so far most policy wonks and lawmakers have kept quiet about the ways in which reform would affect Social Security. Millions would become eligible to collect Social Security benefits based on work done illegally, under invalid or fraudulent Social Security numbers. TSCL is concerned about the ethical implications of this, and we believe that it would put additional strains on the Social Security and Medicare Trust Funds. .In 2016 there was no COLA at all, and in 2017 the COLA was just 0.3 percent. During that time a special provision of law known as "hold harmless" protected about 70 percent of Social Security recipients from reductions to their Social Security benefits due to increasing Medicare Part B premiums. .Only twice in the history of Medicare was the therapy cap actually implemented. In 2003, the cap was set at ,500 until the cap was once again halted from being implemented that same year. Then earlier this year the cap briefly went into effect again. Congressman Erik Paulsen (MN-3) introduced the Medicare Access to Rehabilitation Services Act of 2017, a bill that would repeal the therapy cap permanently. This bill gained the bipartisan support of 240 cosponsors in the House of Representatives and TSCL was proud to endorse and build support for this piece of legislation. … Continued

  • Legislative Update For Week Ending January 22 2016

    In 1977 Congress enacted changes to the Social Security benefit formula that affected seniors just two years from first entitlement to Social Security. A transitional formula supplied by Congress to phase in the changes, failed to prevent abrupt cuts and big disparities – as much as 1.80 per month in the well – publicized case of two sisters who worked for the same company. .Legislation to lower the cost of prescription drugs remains one of TSCL's top priorities. Although the House of Representatives has passed a bill to accomplish that priority, Senate Majority Leader Mitch McConnell (R-KY) continues to refuse to bring the bill up for consideration. .With about 1 million supporters, The Senior Citizens League is one of the nation's largest nonpartisan seniors groups. Of particular importance is the portion of income that seniors and the disabled must spend on each particular category. Under the CPI-W, out-of-pocket medical costs are weighted or assumed to account for only 5.6% of total expenditures. National surveys indicate that Medicare beneficiaries spend far more. The Kaiser Family Foundation reports that median out-of-pocket health care spending as a share of income for Medicare beneficiaries was about 16.2% by 2006. .To address this issue, Senate Minority Whip Jon Kyl (AZ), suggested that the Committee focus on waste, fraud, and abuse, since it's a topic that generally has bipartisan support. He stated, "Some people fear the solution has to be a cut in benefits. There may be very substantial savings that can be achieved through efficiencies." Most at the hearing seemed to agree with him. .Many seniors have been confused by Medicare Advantage plans, because they are aggressively marketed as offering Part D drug coverage, in addition to hospitalization and doctor's insurance. Some seniors have enrolled in the plans thinking they were getting drug coverage only to add to supplemental coverage they already had. .People who decide to go on a cruise should get tested 1–3 days before their trip and 3–5 days after their trip. .Medicare Part B premiums increased to 4 month in 2017 – and the higher costs continue to hit older adults, including a large number of low-income individuals who struggle to make ends meet. For these seniors who live paycheck-to-paycheck on Social Security, our failed system means they're facing impossible choices. A meal or medicine? A raincoat or rent payment? .Older Americans have lost more than 22% of their purchasing power since 2000, and this year Social Security beneficiaries received no COLA despite a national survey indicating a majority reported higher costs. Do you support legislation that would give seniors an emergency COLA before the end of this year? .Deductible: During the initial deductible, the beneficiary pays 100% of the cost of the drug—up to 5 depending on the plan. Many plans provide immediate coverage on generics, and even preferred brand drugs "before the deductible." In this type of plan, you only pay the full price up to the deductible on higher tier drugs, and some plans don't charge a deductible at all. .Spending Bill Dominates "Lame Duck" Session .When the Great Recession hit eight-plus years ago, the focus was on the double-digit unemployment rates and the devastating impact on recent college and high school graduates.
