Despite the delay, leaders in the House expressed their commitment to passing the legislation before the Thanksgiving recess begins on November 17th. Just eight legislative days remain before then. .First, one new cosponsor, Representative Dean Phillips (MN-3), signed on to Congressman Larson's Social Security 2100 Act (H.R. 860), bringing the total up to 20If adopted, this critical bill would strengthen and reform the Social Security program responsibly, without enacting benefit cuts for current or future retirees. It would also cut taxes for millions of seniors and create a new Special Minimum Benefit set at 125 percent of the poverty line. .Just as today, in 1977 the federal budget was in deficit, and Social Security was facing a funding crisis. The new benefit formula changes first affected seniors who turned 62 in 1979 just two years later.
