    Congress already had deferred most employer payroll taxes for the rest of 2020, so the President is now attempting to defer workers' payroll taxes. This relief only applies to people who are working and collecting a paycheck. Most importantly for seniors, if the taxes were not repaid, it would move the Social Security Trust Fund more quickly toward insolvency. .Near the end of the hearing, the focus finally shifted to options for fixing the financing shortfall. Charles Blahous and Robert Reischauer offered some suggestions. Mr. Blahous recommended that Congress gradually raise the age of retirement to seventy, that they reduce benefits progressively by modifying the benefit formula, and that they offer more incentives for workers who delay their retirement.     Since you were born in 1959, your full retirement age is 66 and 10 months. Starting benefits prior to your full retirement age will lower your monthly payments. If you were to retire at age 62 instead of age 66 and 10 months, a ,000 per month benefit would be permanently reduced to ,416— a reduction of about 29.17%. The longer you delay starting your benefit, the more you will receive. But age 66 and 10 months is NOT your maximum benefit age. Case in point: Using the Medicare Drug Plan finder I learned that my client's new brand name prescription cost more than a month for a 30-day supply, and her drug plan did not cover it. Because she was lucky enough to be in the middle of the fall Part D Open Enrollment period, however, my client was able to save ,080 in uncovered out-of-pocket drug costs in 2011 by switching drug plans. She was able to enroll in a plan that provided better coverage and reduced her drug cost to a co-pay. Once you determine that a new prescription is your best option, check your drug plan coverage and what you will pay for it — and do this every year. While felony fugitives are prohibited from receiving SSI payments, there is no such prohibition on benefits from Social Security`s main program, which pays retirement, survivors, and disability benefits. Auditors have asked Congress to bar fugitives from receiving payment from Social Security`s other programs as well. Congress is `studying` the recommendation. .When Medicare Part B premiums spiked in 2015, Congress was not focused on the adequacy of the COLA. Instead, it was focused on the Medicare Part B funding lost when beneficiaries were protected from paying increased premiums. While the subsequent Medicare Part B premium increase for 2016 was reduced, it was still a very substantial increase of 16%, and all beneficiaries were required to repay the costs in higher Part B premiums in following years. Beneficiaries saw no growth in their net Social Security benefits in 2016, again in 2017 when the COLA was just 0.03% and, about half of all beneficiaries were once again affected in 2018 when a 2% COLA became payable. .A report came out this weekend about the possibility of new major cuts to Medicare. On Wednesday, Senate Majority Whip John Cornyn (TX) said: "Once [House lawmakers] pass the bill, my assumption is, the Senate's going to take a look at it but not necessarily be rubber-stamping what they're proposing. It would address the low reporting rates by directing the FTC to educate seniors, families, and caregivers about the process for contacting law enforcement after being targeted in a fraud scheme. It would direct FTC to help improve the nation's fraud response efforts by reforming FTC's complaint system as well as enhancing fraud surveillance through better coordination with law enforcement agencies. .Your doctor or provider accepts "assignment" or the Medicare approved payment, as payment in full. There may be some doctors in your area that accept assignment, but fewer do that anymore. You will need to call your doctor to find out if he or she accepts assignment. Many are charging more than the Medicare-approved amount and you or your Medigap plan will need to cover the "excess" charges. Even if you do locate a doctor who accepts assignment, a growing number of doctors are not accepting new Medicare patients.
